Jakarta – President Joko Widodo (Jokowi) must dare to downsize the cabinet, for example by reducing or merging a number of ministries. That way, performance efficiency and effectiveness occur.
“In my opinion, cabinet downsizing is needed. “There should be a new calculation or study of the cabinet in the future,” said the state administration observer from the University of Indonesia (UI) Lina Miftahul Jannah to the SP on Wednesday (6/12/2019).
When there is downsizing, according to Lina, it certainly has a positive impact on state finances. There is a savings in the State Expenditure Budget (APBN). On the other hand, continued Lina, changes in nomenclature also require costs.
“If downsizing is done, the positive state finances will be more efficient. However, it must be remembered, when the nomenclature was changed, it would have to be necessary to pay the cost of replacing the header, signboard, and many other things that I believe are not cheap, “Lina said.
Lina also revealed that the duties of ministries and institutions had often overlapped. For example, it involves villages between the Ministry of Home Affairs (Ministry of Home Affairs) and the Ministry of Village, Development of Disadvantaged Regions and Transmigration (Kemdes).
Next is the issue of the State Civil Apparatus (ASN). The Ministry of Home Affairs has authority over regional ASN, even though there is the Ministry of Administrative Reform and Bureaucratic Reform (Kempan) as well as the State Civil Service Agency (BKN), and the ASN Commission (KASN).
“Coordination will be even better if there is downsizing. The way of working is more effective. The regional government is sorry, they have to report or coordinate to many agencies such as Ministry of Home Affairs, Kempan, BKN. I think something like this must be considered and become a concern, “said Lina.
According to Lina, at the beginning of the government in 2014, President Jokowi was quite concerned about the management of the bureaucracy. “But behind it, because the party is so interfere with extraordinary, finally the deal (agreement) happens here and there, and Mr. Jokowi is very concerned about infrastructure,” added Lina.
Mentioned about the need for a post of four coordinating ministers (Menko) to be maintained, Lina said, the Coordinating Minister tends to take over the duties of ministries. “This Coordinating Minister should do coordination. If it is still needed, the tasks and functions must be seen again, “said Lina.
