Jakarta – The formation of a lean and effective cabinet is very dependent on good will and political will of President Joko Widodo in the second period leading Indonesia. Given, from the political habits in Indonesia and the presidential system adopted, the position of the ministry is a very political position.
“The formation of a lean and effective cabinet is very much dependent on good will and political will of President Joko Widodo. It should be done because Jokowi has no political burden,” said Cecep Hidayat, a University of Indonesia (UI) Political Observer on Wednesday (12/6). / 2019) in Jakarta.
According to him, in filling the cabinet position in the second period, Jokowi will still apply accommodation politics, where in politics, the supporting political parties and volunteers who have struggled to win will be accommodated in the second period.
“If there is no good will and political will, of course I feel it is difficult to create a lean and efficient cabinet. This is a consequence of presidential systems and political habits in Indonesia,” he said.
In the first period of Jokowi too many new commissions or bodies were formed. One of the objectives of the establishment of the commission or body was also believed to be to accommodate political friends, including volunteers who assisted in winning.
He gave an example, in the first period of Jokowi’s leadership there were a number of ministerial posts which were unclear in their main tasks and functions. In fact, the formation of new ministerial posts ended up overlapping their authority. Among them is the post of the Coordinating Ministry for Human Development and Culture (Coordinating Minister for PMK) and the Coordinating Ministry for Maritime Affairs.
Supposedly, if Jokowi can read whether or not every ministry post is effective, it can be done downsizing or merging ministries that are not too clear or not. Thus the Jokowi cabinet that will emerge is an efficient cabinet and does not take up a lot of the state budget.
