Jakarta – The Ministry of Maritime Affairs and Fisheries (KKP) won an unqualified opinion (WTP) from the Financial Audit Agency (BPK) for financial statements in 2018. The opinion was delivered directly by Member IV BPK Rizal Djalil to the Minister of Maritime Affairs and Fisheries Susi Pudjiastuti at the Jakarta KKP office, Tuesday (06/11/2019).
“I congratulate you. This year the Ministry of Maritime Affairs and Fisheries gets the best opinion, “Rizal said in his speech.
According to him, the achievement was inseparable from the increase in budget realization managed by the commitment-making officials at the CTF. Not only in terms of realization of expenditure, the BPK also noted significant developments in the field of non-tax state revenues (PNBP). This did not escape the increase in the availability of fish resources thanks to the firmness of Minister Susi Pudjiastuti who took decisive action in safeguarding the Indonesian sea.
“We hope that PNBP in the future can be further increased along with the massive, the availability of our fisheries resources in our sea because of actions that we must do based on our law,” he said through written information received by the editor on Wednesday (12 / 6/2019).
Rizal also encouraged KKP to continue to increase capital expenditure for the community to increase welfare which would have an impact on increasing state revenues.
“I fully encourage the Minister and his staff to increase capital expenditure so that our capacity to encourage the community to be more prosperous, to encourage state revenues to increase even greater, too,” he said.
Commitment officials, according to him, should not be afraid of capital expenditure. Capital expenditure is a space provided by the state to increase assets and the capacity of the state to manage resources, including welfare of the community.
Reflecting on the disclaimer opinion obtained by the CTF in previous years, he asked the commitment-making officials not to worry but to be used as an experience in order to better coordinate with the BPK.
At the end of his remarks, Rizal said that President Joko Widodo was pleased with the achievement of the PAPs achieved by the KKP this year.
“I also heard that Mr. Jokowi (although) I happened to be absent from the palace at the time, he was glad the KKP had received WTP. So, congratulations, “he said.
Meanwhile, Minister Susi expressed his gratitude to the BPK who was pleased to directly visit the CTF and bring good news. This result is a sweet fruit of the efforts that the CTF continues to make in improving the opinion not expressing ( disclaimer ) obtained in previous years.
“I think that all ministries, both echelon 1, 2, 3, and the staff this year are being held and all of them are held. I said, yes you are implementing government programs, so how could really disclaimer. Something must be wrong. If there is nothing wrong right may not like it. Yes, I said, keep repairing, continue to repair. Evidently, the results can be felt this year, “he said.
Minister Susi said the achievement was inseparable from the KKP’s efforts to continue to make budget efficiency in the past four years. One of them, through the “Susinization” policy, is the disposal of winged words in budget nomenclature to make an appropriate budget. As a result, in the past four years KKP has been able to return Rp. 9.3 trillion to the state. In addition, PNBP and taxes also increased.
“PNBP increased from Rp 150 billion when I first became a minister, now it has become Rp. 600 billion more. Taxes also rose from not previously Rp. 300 billion, now it has been Rp. 1.5 trillion, “he said.
Minister Susi acknowledged that there was still a lot of homework to do in the efficiency and effectiveness of the budget. This will continue to be pursued by the CTF.
“I admit, in terms of budget and effectiveness, we can still improve a lot. Then the efficiency of course is also certain we can improve. This effectiveness is very important because later it will be the spearhead of our fisheries productivity, “he said.
On that occasion, Minister Susi also responded to licensing issues at the CTF. In the past year, it has conducted licensing governance to improve honesty and compliance of business actors. The reason is that many entrepreneurs have many ships, but only register a small portion of the vessels they own.
“Apparently, from some of our investments, there are many entrepreneurs who have 20 ships, only 2 or 3 are given licenses. The tendency is not only one person, almost all of them have vessels above five. It must be more than five hidden . They just exchange the VMS ( vessel monitoring system ) with each other, “he explained.
In order to overcome this, the CTF is resolute to improve it. “So it is not complicated, indeed I do not want to give it if you are not honest, I said,” said Minister Susi.
He appealed to business people gradually improve compliance reporting with increasing traceability (traceability) of global fisheries.
At present, Susi continued, she is working on a restructuring of the marine and fisheries economy to have a higher and more sustainable economic value. One of them is by encouraging industrial change that has been extractive to be productive.
In the fisheries sector, Susi encourages businesses to sell export products in the form of live fish and after-processed fish, which have a higher selling value than raw whole fish .
“This is what I tried to bring the CTF to direct trade in Indonesia to only be able to export after-processed and live / fresh fish, because if the whole raw can still be exported, there is no added value,” he explained.
In addition, Minister Susi also hopes that Indonesia’s logistics chain will be streamlined by building more hub ports and shipping routes to create good connectivity.
He is also continuing to push for equity between big entrepreneurs and small fishermen by strengthening coastal fishermen.
“Out of 4,500 large vessels, the owner is only about 20-30 people. Now this is what we have to balance because if we don’t, then there will be inequality. That’s what we don’t want. I want to strengthen coastal fishermen, “he said.
One of them is done through providing ship assistance to the fishermen, as has been done so far.
With the WTP opinion obtained by the KKP this year, Minister Susi hopes that the ship administration program can continue even better.
“I hope, with BPK guidance, we can again lead the KKP to organize shipments . Small ships only, do not need large ships. Because if a large ship is also usually the community cannot afford to operate in terms of financing, “he said.
In order to support the achievement of these objectives, Minister Susi hopes that the BPK can support the CTF to achieve them.
“I hope, BPK will become one of the KKP supporters in moving towards a pattern of management of renewable natural resources for sustainability and non-extractive industrial patterns,” he concluded.
